Mayor Frank Jackson

The man I sight for dereliction of duty

And by the end of this article (or beginning) many citizens will agree

Red light - Speed - Cameras

Soon after Mayor Frank Jackson took office, he was given the title, the absentee mayor. Because he stayed behind closed doors so much, the doors needed a touch of oil to loosen up the hinges. But it seemed when he did make appearances, citizens, especially the ones that voted for him; seem to notice dollar signs in his eyes. Well, it was a clue of what was to come, and showed no signs of letting up. Now citizens are uttering, stay behind closed doors because he has gone haywire on the greed angle that just about disrupts home budgets of citizens trying to make ends meet.

One such appearance had many citizens wishing he never opened the closed doors. His endorsement of the proposed Medical Center coming to town, or rather the Convention Center, relived past memories of the rich trying to rip into the pockets of the poor. Jackson’s endorsement was an outward sign of his servitude to the rich and not so famous. Now there is nothing wrong with dining on steak with the affluent, but when the taste buds no longer yearn for  Big Macs or Whoppers, citizens begin to wonder if he is also trying to interfere with their own food preferences. Jackson like Tim Hagan, were servants of the rich, bypassed democracy in raising (without citizen consent) the sales tax 7.75 percent, which made it the highest among counties in the state. Many other politicians lined up with Jackson and Hagan to play hardball against the rights of citizens to agree or disagree on the tax hike. And on this issue alone, Jackson displayed the leadership of a dictator, not a leader that embraces democracy.

Jackson’s excursions into ways of what I call, fleecing the public, in the end cost citizens the green they really did not have in wallets and purse at the time the “ stick it to them! ” happened. Jackson’s greenback acts would take up much space here, so instead, I’ll center attention on just one. The one he defends over and over as a “ Safety ” issue. But I really do believe He has sawdust on the mind for defending an issue the public interprets as greed…easy money, like taking candy from a baby.

A few months ago, I received a letter, a Notice of Liability from Operation Safe Streets, City of Cleveland. I was sighted for speeding, doing 36 on a 25-mile street. Now if a policeman stopped me and issued a ticket, I could understand the rational…after I cooled down from the upset over getting stopped. But there is little rational of a speed camera taking pictures of cars instead of police officers issuing tickets for infractions, which includes speeding.

I will try to use logic in explaining the reason why, but Jackson will probably not understand any of it. So I hope some legislators in Columbus, can help him clear the sawdust, at least to the point of…curbing the BIG BUCKS that have small inputs on “ safety. ”

I paid a one hundred dollar fine plus twenty. I was late in getting the payment in. I took some time in debating with myself in going to court to contest the fine. But instead, I thought it was best to go to the court of public opinion. The twenty bucks (not the hundred) was worth the wait.

First of all, 25-mile zones are always good areas to set up speed traps. All suburban mayors know they can bring in some nice bucks, that may look like pocket change in comparison to Cleveland’s raid on the public. Maybe its because they are guided by ethics, when police cruisers are out in force. Even the town of Lyndale, does it the right way. Cameras cannot in detail, provide what most officers can do. Inspect the safety features of cars and examine insurance and driver documents.

But the camera that caught me speeding (hot wheels Hough!) did provide some interesting data, upon going back to the scene of the crime. Or rather interesting details to what I call, a calculated scheme to entrap the public. And I expect Jackson to provide some answers to the public, which counteract my findings (political correctness). And if he finds it best to ignore citizens (Echoes) who dare think, I hope everyone who felt they were wronged by the speed cameras, do whatever, in finding ways to clear the sawdust from the minds of politicians, who play ignorant games with the rights of citizens to be heard…and heard from them.

The 8800 block of Broadway is the scene where I got shot (car) in the back end. It’s typical of how too many politicians’ works, especially Tim Hagan. So I squared off with the camera that snapped pictures of this “ hot rod ” senior speeder, and this is what I found. Someone needs interpret this reading to Jackson. I’m afraid he only understands dollar signs.

If drivers are unfamiliar with the 25-mile stretch of road along Broadway, they soon will find out in letters that speeding starts at 26, and the camera goes bonkers snapping away at drivers (cars) backsides. That is the sneaky approach to entrapment. The 25-mile sign and camera are to close together. I had two other citizens go with me to crime scene, and both agree, the distance between the sign and camera is nearly impossible in reducing car speeds before the white box with penetrating eyes goes snap happy. In other words, drivers upon seeing the 25-mile sign are not given a fair distance to “ safely ” slow down from 35 to 25 before getting zapped. And because of the lack of courtesy to drivers (the safety factor), the area is a prime on for accidents waiting to happen. Perhaps it already happened, but the greed for “ easy money ” may have prevented “ safety ” measures from kicking in. If a driver does not see the 25-mile sign until it is noticed out of the corner of the right eye, and then from the left, see the camera box close by, an instant reflex is to press down on the brakes to avoid getting zapped by the camera. Now if a car were following close behind the driver, could the sudden drop in speed from the car in front cause an accident? I can picture this happening, especially from citizens who could go without groceries for a week because of a fine if they are concerned about tricksters grabbing onto their money. And what is equally haunting is accidents can happen.

Cameras cannot…

Check the safety of mufflers and pipes

Check the safety of turn signals.

Check the safety of lights in cars that may have a headlight burned out.

Check cars for deep rust or mechanical failure. They may not be safe to drive or be on the road.

Check the license of all drivers. Safety may be in jeopardy by drivers who do not have them.

Check for insurance cards with valid dates for safety protection of drivers and operators of other cars if accidents happen.

And last but not least, is what I sight Jackson for, for his dereliction of duty.

Check the safety of seat belts and making sure drivers and passengers are buckled up.

Now wearing seat belts is a state law. But Jackson is known for violating state laws, whenever he sees fit that the law is interfering with laws in Cleveland. The state according to Jackson has no right implementing a law that goes against home rule.

Another state law that should questioned is…

On the notice of Liability, I received, states in bold capital letters.

“ NO POINTS WILL BE ASSESSED AGAINST THE REGISTERED OWNER OR THE DESIGNATED DRIVER FOR THIS VIOLATION. ”

The above is another clue against what Jackson called a “ safety ” issue in regards to the RED LIGHT and SPEED CAMERAS.

What is the main purpose of the points placed on drivers license. The points given for speeding and other infractions, act as reminders to violators of the “ safety ” rules, TO DRIVE MORE SAFELY IN THE FUTURE. If drivers ignore the reminders (points), upon twelve strikes of ignorance, licenses are suspended until the “ safety ” factor sinks in.

Every driver caught speeding by the cameras should attend end up with a court date in the same way police stop driver for the same violation. But there is a two-fold problem here, both dealing with the lack of local government business ethics. During the interval of time that flashes went off while my back was turned (lack of a policeman stopping me which I prefer), how many other drivers fell into the “ easy-money ” entrapment? Wouldn’t the court docket be filled up for a day? Not hard to believe. So Jackson got careless with “ safety ” factors and drivers were discriminated against. The ones who got ticketed for speeding goes to court and may face point violations plus other infractions. But if drivers are caught on camera…no Jackson, you loose, “ safety ” reminders are best remembered in court appearances.

And Jackson needs a constant reminder that he is of contributing to and helping careless drivers (some may have had one to many drinks or high on drugs) get away with (crime) speeding. The main purpose of court appearances is to remind drivers of “ safety ” rules and it is up to judges to enforce laws by providing fines and most important, issuing points on drivers license where ignorance prevails. AM I REPEATING MYSELF!

Now it is not OK for Jackson to have sawdust on the mind when it comes to issues of driver “ safety ” on the streets. Cleveland has twenty-one councilmen who a few years back, paid homage to what ever Jackson by not interfering with his…grandees plans for Cleveland’s revival. At least they do not show discontent of it during Council chambers meetings. But behind closed door the upsets are not subdued. And until someone breaks the silence, Jackson is the dictator, the interpreter of words like “ safety ” that take on a deferent meaning, to legitimize the quest to fleece the public.

I challenge the mayor to show courage in defending his position on his interpretation of the word “ safety ” against the arguments presented here. If silence prevails, I suggest the following, manage to clear some sawdust from the mind, at least enough to set in court for one week and really try to understand what the word “ safety ” is from judges who really did what the mayor should have done with his law degree. PRACTICED LAW.

Turn about is fair play. Jackson should sight me for what the camera could not do. It’s a real “ safety ” infraction. I was not wearing seat belts. It’s a state law. Will the mayor honor the decree?
